Apr. 19th, 2013 08:05 amSo the newspapers around the world continue to lead on the Boston marathon bombing and its aftermath. Meanwhile the fertilizer plant explosion in Texas, which killed and injured far more people, has pretty much disappeared. There's a man hunt on for the presumed surviving bomber but nobody is hunting down the senior management of the West Fertilizer Company and nobody, I can guarantee, in the Texas legislature will be demanding tougher health and safety regulations or harsher penalties for negligent managers. And yet, as one who was once an operations manager in a chemical plant, I know that there are very few "accidents" of this sort. They are caused by management action and inaction; cutting corners on maintenance and safety training, not observing safety procedures because they slow down production etc, etc. But apparently killing chemical workers is no big deal. Odd really.
