Kind of technical

I just watched a recording of the Wales vs England game from last weekend. One incident struck me as a bit odd. It was a Wales line out and the lifters clearly started to drive forward before the jumper had reached the ground. England were penalised for interfering with the lifters. There was no suggestion that anyone had actually touched the jumper. If this interpretation is correct what is to stop a team throwing to a jumper and then carrying him over the try line?
