since 'extraordinary rendition' is of dubious legality.

2. HASTINGS BANDA

A town - HASTINGS
reportedly (sounds like) excluded a - BAND (banned) A

yielding a former President of Malawi?

Oh dear. You can tell I've just been on the phone giving a half-hour human rights masterclass by my getting that first one instantly (and I don't normally get crossword clues at all).

Indeed! I was rather shocked at your admitting to not having read 1984. I thought it pretty much served as an Operations Manual at Minitruth.
