Are they actually allowed to park in these bike lanes? (The UK has both ones you can park in and ones you can't, though the latter aren't always very well enforced).

No they aren't. They do seem to be the refuge of choice for people just nipping in to get a take out coffee, making a phone call, delivering etc etc. I have never even heard oif someone being ticketed for blocking a bike lane, in fact, yt's common for police cars to b;ock them (especially near donut stores).

Sounds like an issue that needs to be lobbied! Tie it in to the environment, people are really into that right now. Just say these people in their gas-guzzlers are preventing the ever green-conscious citizens from having a safe ride that also happens to cut down carbon emissions!

I like that, making bad and careless drivers ride bikes. I think we should implement that in CA.

You can't leave bodies, as examples for others, in cycle lanes: though I don't remember reading a specific law, I'm sure they'd be a hazard to shipping pedalling.

I was musing, just four weeks ago (http://da-lj.livejournal.com/192910.html) about a driver/cyclist computer simulation that might force bad drivers to realize what their actions are like for the cyclists.

And if prevention doesn't work, force them to become bike couriers in Montreal.
