We now have a wireless network which is just as well as the second IP address still doesn't work. Now I need to figure out how to make my Windows laptop talk to my Mac. Anybody know how to do that?

It depends what sort of talk you are after.
If you want to transfer files between the two then an easy way to do it would be to turn on "remote login" under "sharing" in your Mac's system preferences, and then use this (http://winscp.net/eng/index.php) on your Windows machine to do the file transfers.
However, you would probably be better off with samba, and someone else will have to advise you on that.
