Unusual figure

Today I find myself reading Steven Lewis' article "Can a Learning-Disabled Nation Learn Healthcare Lessons from Abroad?" (Healthcare Policy / Politiques de Santé, 3(2) 2007: 19-28).  It's well worth reading if you have access to Healthcare Policy.  If not I'll just point out that it contains a figure captioned "FIGURE 2. Completely invalid inferred estimate of action-to-talk ratio in four countries".
