I'm quite fond of phrases to denote inadequacy of the form He/she/it is a few $x short of a $y. As in "He's a few fries short of a Happy Meal". I was therefore delighted to come across a new one during the cricinfo.com commentary of the 2.5th test from Antigua. A correspondent described the state of West Indies domestic cricket as "a buttock short of half-arsed". I shall keep that in reserve for a suitable future occasion though I suspect that it will not feature in the technocracy's official responset o the recently published Ontario eHealth Strategy.

I like that one. I'm fond of all of those, particularly "a few sandwiches short of a picnic," and "his elevator doesn't go all the way to the top floor," as well.
