A new body (like Shah or Key) will be given a very limited time to perform and establish himself (it doesn't even have to be poor performance, the return of a rested or injured player can get a newcomer consigned to the outer darkness). If that doesn't happen he's gone, likely never to get another chance. OTOH once someone has made it into the magic circle they become all but undroppable (GO Jones for example). I find it very strange.
